I am in the process of re-writing the FAQs. (Note this FAQ is currently a work in progress)
There are several parts to this answer:
Reccomended Solution: Use Liero 1.35b2
Download Liero version 1.35b2. When you are ready to play Liero, make sure you run openliero.exe and not liero.exe
Alternate Soultion: Liero 1.33
If you are using Liero 1.33, and for some reason do not wish to or are not able to download Liero 1.35b2, you can disable sound by using the /n switch.
If you recently downloaded liero 1.33 from this site, there is a file included with
Liero called WINXP.bat. Running this file will launch Liero with the /n switch, disabling sound. However, I strongly suggest you consider using Liero 1.35b2.

2) What are the hardware/software requirments?
This is taken from the English readme file for Liero
HARDWARE REQUIREMENTS
Minimum:
386SX
VGA video card + monitor
560kB free conventional memory
Recommended:
486 or better
VGA video card + monitor
560kB free conventional memory
Sound Blaster or 100% compatible sound card
760kB free XMS memory for sound effects
Liero 1.33 Should run without any problems under DOS, Windows 3.1, Windows 95, Windows 98, and Windows ME.
